A comic about a dirty government agency that experiments with humans in order to find a hero that is, “Superman with an American flag on his chest, a guy who makes Captain America look like a wimp.” The problem is that the man they choose looks good as a super-hero but can’t fight his way out of a paper bag. The person who trains the subject actually ends up doing the dirty work. Variation A cover on issue 1.
